Fix an issue where STUN gathering requests could be sent over IPv6 instead of IPv4 for which they are more useful.

Fix issue in bc-tester framework not reporting correctly the number of failed tests in parallel mode.

- do not call ostringstream operator<<() if log level is not enabled
- when BCTBX_DEBUG_MODE compilation mode is disabled (the default), do not use bctbx_log_level_enabled() since debug logs are to be drop anyway.
