Network monitoring for platforms others than Android and iOS is now done in a generic platform helper

If net_auto_state_mon is activated then the network would be reachable only if
both of network_reachable and network_reachable_internal are set to TRUE.
If not only network_reachable will be used.

Added callback on friend list with all friends that have received presence information in last multipart

Adapt to belle-sip's changes in resolver api. This avoids useless DNS queries when Record-route headers contain hostnames instead of IP addresses.
Using hostnames is better because it abstracts IPv4/IPv6.

Added a setting in proxy config to tell the app whether or not to set push notification informations
