tester: split simple call tests in two suites: video calls and other calls and minor files reorganization

tester: use H264 codec when using mire webcam because VP8 does not handle Mire properly, leading to failed tests on iOS

Add possibility to assiocate tags with tests and to run the only the tests corresponding with a specific tag with the --tag option.

Instead of just relying on bandwidth measurement, use video frame decoded callback.
Some bandwidth assumption look inconsistent with what the test is doing, they have been modified.

tester: use CU_ASSERT_EQUAL instead of CU_ASSERT_TRUE for objects leaked and fix memory leaks in transport_supported helper

Trying to improve test checking on bandwidth by using max value out of last 3 instead of last value only 

tester: do not execute TLS tests when it is not available, and avoid using TLS when it is not necessary

All multicast tests are passed on windows
