Fix "Early cancelled call". It was not executing reliabily, due to the asynchronous operation of belle_sip_transaction_t (channel resolution etc).
It is now passed locally (without server involved), and has fine-grained checks to ensure that it checks what we want: the automatic sending of the cancel when a call is cancelled before any provisionnal response is received.
