extend the concept of IO descriptors for defining local input/output of AudioStream and VideoStream.
Big cleanup and rename many functions that were not following the usual conventions of mediastreamer2.

change priority of mediastreamer2 msticker on linux. Don't use SCHED_FIFO, but SCHED_RR by default (less risky for the safety of the system).

dtls: remove audio_stream_enable_dtls and video_stream_enable_dtls but creae media_stream_enable_dtls instead

rework multicast. It is not necessary to bind to the multicast address. 0.0.0.0 just works while the binding to the multicast address is rejected on windows

change management of bitrate in opus codec, so that when ptime is explicitely given, set_bitrate() doesn't attempt to change it.
The adaptive rate control is now aware of the auto-ptime features of the opus encoder filter.
