split initialisation and iteration loop in two methods allowing more accurate tests for adaptive algorithm

add update method in qos analyser interface for burst management/bandwidth computation in stateful qos

stateful qos analyser: add tolerance in tests and revert action value behavior to relative desired bitrate

stateful qos analyser: fix timeout computation for video tests and change action value to absolute desired bitrate

stateful qos analyser: test improving parameters detection (bandwidth gap generation, fixed loss rate computation based on lowest bandwidth packet available)

split the old algorithm (simple QoS analyser/av bitrate driver) and the  new algorithm (stateful QoS analyser/bandwidth bitrate driver)

add a network state and modify algorithm to handle simplest cases accordingly (eg. max quality in pure lossy network)
