fix ugly indentation in audiostream.c

The nowebcam filter now sends a black image if the jpeg file is not found or if the platform does not support jpeg decoding.

No longer rely on the non_reference_frame bit of the VP8 RTP format
payload for this matter.

If all remaining check lists are completed, set the ice session state to completed.
