update remote destination once a checklist is completed. Former behavior was to wait until all checklist to be completed. This new behavior speed up session establishement for communication with webrtc

This will fix an old bug in Linphone where music stopped when Linphone was launched the first time

ringstream.c: returns NULL if fileplayer failed to open the input file instead of creating a silent player

This can then be used by the upper layer (like liblinphone) to correctly perform the SDP offer/answer logic.

Added new structure to count RTCP feedback packets received for video stream : PLI, SLI, FIR and RPSI.
Modified test avpf_video_stream to use counters.

msiounit no longer check ratio between asked bytes and bytes in bufferinzer to decide to flush bufferizer. 
It fix a bug with iPhone 6s. 

Benefits: 
- support for ptime 10
- avoid wasting bandwidth sending LBRR and original frames in the same packets
- more efficient FEC, for example a 120ms packet contains 60ms useful LBRR versus 20ms before
