Readd mediastreamerActivity.java misdeleted, but renamed it to .java.ignored to erase the problem definitively

We were using it to know the real bitrate used by the encoder, but this
method induces crashes on Android < 4.2 (on emulator or real devices)

And fix multi-frames per packet issue

Minor improvments:
- cache decoder/encoder output/input Buffers
- compute codec_bitrate from network_bitrate

Major improvment:
Only query decoder/encoder (pullFrom* methods) when f->inputs[0] is not empty.
My current guess is doing so reduce pressure on the JNI/Java/MediaCode/OMX
 codepath and help improve performance.
Otherwise, it's impossible to get sound working reliably at sample rates > 22kHz

Added a new filter (aac-eld-android.cpp) which uses JNI to access
MediaCodec Java interface (AACFilter.java).
The codec is named 'AAC-ELD' in Linphone's preference, even if its
mimetype is 'mpeg4-generic'.
AAC is disabled on Android < 16 and on device without a hardware echo
canceller.

on Android, make sure a resolution is selected even if an highest or equal is not found from the list

Change behavior of Android select nearest resolution to select only resolution above or equal requested.
Then, selected resoltion is cropped is needed. This is specialy useful for H263 with camera without CIF support.
