Some Android devices trigger the AudioRecord callback with the more data
event but without data... So ignore this event when this happens.

MSRtpSend can make use of it so that sending of RTP packet is perfectly aligned with the tick time (but with a fixed delay of at most one tick duration)

This is needed in the case where the client is using the tunnel. Using
the RTP sending function will cause the dummy STUN packets to be sent
through the tunnel. Otherwise it is sent directly to the destination.
