Feature/timeout cli arg for tester

I added the possibility to set the timeout (only for parallel builds) with the cli option --timeout. When this option is not given, the default is set to 60 minutes (because sometimes the tester needs more than 40 minutes to finish). I also changed a cmake option to allow declarations after statements. In linphone-sdk:
