GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Move qcoeff, dqcoeff from BLOCKD to per-plane data

Start grouping data per-plane, as part of refactoring to support
additional planes, and chroma planes with other-than 4:2:0
subsampling.
