Use a single variable for the current line number of the commit message
and of the current file, in preparation for new checks which use this information.

Note that $lineno always counts from 1. Previously, $ln counted from 0 while
$lineno counted from 1.

qdoc-bot should only provide a -1 if something can be staged.
When it is work in progress (WIP or ***) there is no risk of
it getting into Qt, so it should only provide a score of 0
and just tell what the (possible) problems are.

Otherwise it can be misread as a human -1 review to an idea.

- fix bug in package namespace handling
- use Python optparse to parse command line arguments in standard way

By default the strict mode is enabled. If any archive, template or
metadata file is missing the script will stop executing. The strict
mode can be disabled e.g. for testing purposes.
