The global files now live in qtbase only, and are made available to the
other modules via the $QT_INSTALL_DOCS variable.

Exceptions can be disabled implicitly on some platforms
or when configuring with -no-exceptions. Make sure
we explicitly enable them for this module as it uses
them internally.
