Changes collection is a solid PITA and in order to make maintenance
easier, I'm experimenting with changelog generator

CHANGES file is still manually maintained, but perhaps
since SOCI is maintained on GitHub and uses IssuesPRs,
with SOCI 4.0.0 we may go for the generated changelog.
