Add CMAKE_OSX_DEPLOYMENT_TARGET to `linphone_sdk_get_inherited_cmake_args` to allow this variable to be propagate to other projects

Fix an issue where local address of belle-sip UDP channelsis not re-computed after changing their destination address. This creates issues when DNS-SRV fallback happens.

Usual DB connections are done by _linphone_sqlite3_open in linphonecore.c that take a Locale (UTF8 convertion is done inside).
But a special case is for CorePrivate::init in core.cpp where we call directly mainDb->connect that take a UTF8 string.

- Windows : Reoder convertion to allow dirExists and native function to use Locale

- UTF8 path in windows paths and when opening database on MainDb::import

Fix iOS 14 local network permission request. The DNS implementation is now using DNSService framework.

Fix an issue with network manager on iOS, resulting in frequent network reachability switch for nothing.

Fix crash in linphone_core_stop().
Fix tests.
