This reverts commit 3075ce19.

- Fix crash when attempting to repair a call after network disconnection, but no to-tag in last provisionnal response.
- Handle 503 for REGISTER as a reason to fallback to another SRV node
- Fix unhandled transport error in SIP transaction, when the channel is retrying on another node.
- Add protection against stalled TCP connections: they don't work but they don't report any error.

enabled dev-toolset in all centos7 tester jobs to avoid conflict between standard centos7 gdb and recent gcc
