Improve the probabilty of success of the tests with high bandwidth in video quality tester. Set a higher priority to the thread of the network simulator for linux in decrease slightly the priority of the thread of msticker.

Congestion detector: send an event when the congestion detector is reset, in order to enable the video bandwidth estimator. The reset can occur during a congestion when the rtp session resynchronizes, for example in case of detection of a timestamp jump.
Unify the reset of the video bandwidth estimator with a single function that resets mLastEstimationTime with the other measurements.

FEC: fix windows build with pragma to disable warning C4251, fix warning C4267 and remove duplicates in CMakeLists.txt of liblinphone tester.

Add flexible FEC with periodic adaptation of the parameters to the current bandwidth, loss rate and FEC overhead.
