Remove AVX from compiler to avoid unwanted auto-replacing instructions set

  • Remove AVX from compiler to avoid auto-replacing instructions set (note Opus is not fully build for AVX support on RTCD)
  • Reorder config.h generation and set missing variables for RTCD
  • Add definitions in config template
