Fix rpm packaging

Disable video bandwidth estimator when congestion is not normal + don't send tmmbr if new value is lower than the previous one

The crash occured when the JPEG file to decode had been encoded
with a colorspace different of YUV420. That commit make jpeg2yuv()
handles all the colorspces that can be find in a JPEG file.

Allow the flow controlled bufferizer to drop samples at the end of the window if it has accumulated too much.

Fix int overflow in flow controller that resulted in very few samples being dropped if a lot of samples were to be dropped.

Use a YuvBuf allocator in order not to use the same buffer for each frame.

don't print an error in opus encoder when sample rate requested is not possible, because it is a normal operation.
