Rename some webrtc_aec into webrtc.
Do not set the delay to the AEC3 filter, as it is continously estimated by AEC3.
Remove the dependency to WebRTC's repository in submodule.
Remove deprecated build files for Android, wp8 and iSAC.
Update CHANGELOG and README files with expected syntax.
Update MSWebRTC version number.
